Civil Air Patrol (CAP) is the Congressionally chartered civilian volunteer auxiliary of the U.S. Air Force. CAP acts as the U.S. Air Force Auxiliary (AFAUX)—a part of the Total Force alongside Active, Guard, and Reserve components. Under AFI 10-2701, USAF units can use CAP to fulfill non-combat programs, missions, and activities alongside or in place of USAF resources. CAP’s volunteer status and unique aircraft and equipment allow it to perform missions at lower cost than regular Air Force units or civilian contractors, making CAP a more cost-effective way for the Air Force to carry out its non-combat programs and missions. -- from CAPabilities Brochure Feb 13 (Report).
