Oxford dictionary defines a soft target as: A person or thing that is relatively unprotected or vulnerable, especially to military or terrorist attack. ‘Soft’ targets may include places where civilians congregate such as commercial shopping centers and market places, leisure events, parades, sports stadiums, and places of worship or study.
