Disabled Veterans in History explores the long-neglected history of those who have sustained lasting injuries or chronic illnesses while serving in uniform. The contributors to this volume cover an impressive range of countries in Europe and North America as well as a wide sweep of chronology from the Ancient World to the present. The essays address the emergence of "veteran" as a political category with unique privileges and entitlements and of disabled veterans as a special project--and indeed one of the original projects--of the modern welfare state. The introductory essay, "Finding Disabled Veterans in History," offers perhaps the first attempt at synthesizing knowledge about disabled veterans in Western societies. The other essays examine the representation of disabled veterans from Sophocles' Philoctetes to American feature films; the relations of disabled veterans to the state and society in such public policy issues as pensions, medical care, physical rehabilitation, and job retraining; and the disabled veteran's agency and experience in reentering the peacetime world. Other topics include the place of disabled veterans in societies defeated in war; the fate of disabled veterans in societies experiencing frequent changes of political regimes; the emergence of pensions and vocational rehabilitation for disabled veterans; and the abiding problem of alcohol abuse among disabled veterans. The contributors come from a variety of disciplines, including history, physical rehabilitation, Slavic studies, sociology, communication and media, and museum studies. The book will be of interest especially to researchers in the fields of war and society, the welfare state, and disability studies, as well as those in the medical, rehabilitation, and counseling fields. From workplace accidents to polio epidemics and new waves of immigration to the returning veterans of World War II, the first half of the twentieth century brought the issue of disability--what it was, what it meant, and how to address it--into national focus. Out of the Horrors of War: Disability Politics in World War II America explores the history of disability activism, concentrating on the American Federation of the Physically Handicapped (AFPH), a national, cross-disability organization founded during World War II to address federal disability policy. Unlike earlier disability groups, which had been organized around specific disabilities or shared military experience, AFPH brought thousands of disabled citizens and veterans into the national political arena, demanding equal access to economic security and full citizenship. At its core, the AFPH legislative campaign pushed the federal government to move disabled citizens from the margins to the center of the welfare state. Through extensive archival research, Audra Jennings examines the history of AFPH and its enduring legacy in the disability rights movement. Counter to most narratives that place the inception of disability activism in the 1970s, Jennings argues that the disability rights movement is firmly rooted in the politics of World War II. In the years immediately following the war, leaders in AFPH worked with organized labor movements to advocate for an ambitious political agenda, including employer education campaigns, a federal pension program, improved access to healthcare and education, and an affirmative action program for disabled workers. Out of the Horrors of War extends the arc of the disability rights movement into the 1940s and traces how its terms of inclusion influenced the movement for decades after, leading up to the Americans with Disabilities Act of 1990.
Paying with Their Bodies : American War and the Problem of the Disabled Veteran by
Christian Bagge, an Iraq War veteran, lost both his legs in a roadside bomb attack on his Humvee in 2006. Months after the accident, outfitted with sleek new prosthetic legs, he jogged alongside President Bush for a photo op at the White House. The photograph served many functions, one of them being to revive faith in an American martial ideal--that war could be fought without permanent casualties, and that innovative technology could easily repair war's damage. When Bagge was awarded his Purple Heart, however, military officials asked him to wear pants to the ceremony, saying that photos of the event should be "soft on the eyes." Defiant, Bagge wore shorts. America has grappled with the questions posed by injured veterans since its founding, and with particular force since the early twentieth century: What are the nation's obligations to those who fight in its name? And when does war's legacy of disability outweigh the nation's interests at home and abroad? In Paying with Their Bodies, John M. Kinder traces the complicated, intertwined histories of war and disability in modern America. Focusing in particular on the decades surrounding World War I, he argues that disabled veterans have long been at the center of two competing visions of American war: one that highlights the relative safety of US military intervention overseas; the other indelibly associating American war with injury, mutilation, and suffering. Kinder brings disabled veterans to the center of the American war story and shows that when we do so, the history of American war over the last century begins to look very different. War can no longer be seen as a discrete experience, easily left behind; rather, its human legacies are felt for decades. Advocates for the rights of people with disabilities have worked hard to make universal design in the built environment "just part of what we do." We no longer see curb cuts, for instance, as accommodations for people with disabilities, but perceive their usefulness every time we ride our bikes or push our strollers through crosswalks. This is also a perfect model for Universal Design for Learning (UDL), a framework grounded in the neuroscience of why, what, and how people learn. Tobin and Behling show that, although it is often associated with students with disabilities, UDL can be profitably broadened toward a larger ease-of-use and general diversity framework. Although a representative workforce is a strategic priority in the U.S. Department of Defense (DoD), certain demographic groups have historically been underrepresented and may continue to face employment barriers. To address this problem, RAND researchers identified employment barriers that persons with targeted disabilities (PWTD) may experience and recommended actions DoD can take to increase employment of PWTD in its civilian workforce.
